The government authority in Philadelphia, Pennsylvania seeks a qualified vendor to provide comprehensive multi-level services for delinquent youth. The contractor will offer a range of placement options and programming solutions designed for adolescents with histories of delinquency, abuse, neglect, substance abuse, or truancy. These services aim to create a continuum of alternatives to secure detention and promote positive outcomes for the affected youth.

Programs and activities should incorporate trauma-informed therapy, mental health treatment, and both individual and group therapy. Additional requirements include grief and loss therapy, life skills development, gun violence prevention programs, reintegration and aftercare services, family engagement, and access to recreational activities. Evidence-based practices, social work or case management, and on-site nursing support with after-hours on-call access are also essential components.
