Multi-Building Wayfinding Signage Services

Seeking vendors for wayfinding signage solutions across multiple buildings in Washington. Main RFP document is not included.

Register with MRSC Rosters to be eligible to participate
Submit bids by the specified deadline
Bids must include a 5% bid bond
Successful bidder must furnish a 100% performance bond and payment bond
Register and enter into a Memorandum of Understanding (MOU) with the Department of Homeland Security E-Verify program
Ensure all contractor employees and subcontractors are eligible to work in the United States
Comply with Washington State RCW 39.04.350 (Bidder Responsibility Criteria)
Comply with Washington State RCW 39.12 (prevailing wage rates)
File 'Statement of Intent to Pay Prevailing Wages' and 'Affidavit of Wages Paid' with the Department of Labor and Industries
Contractors working in the building must pass a background check and Criminal Justice Information Services (CJIS) course
Contractors must have a Washington State UBI number
Submit the Debarment Form
Comply with the Clark County Hazard Communication Program
Provide an inventory of hazardous materials, MSDS, labeling system explanation, and precautionary measures to the departmental safety coordinator before work begins
Maintain Commercial General Liability (CGL) Insurance with specified limits
Provide Umbrella Liability Coverage of $1,000,000
Comply with Washington State Industrial Insurance Act, Federal Longshoremen's and Harbor Workers' Act, and Jones Act (Maritime Employers' Liability Insurance)
Obtain Commercial Automobile Liability Coverage of $1,000,000 CSL
Add Clark County, its officers, directors, and employees as additional insureds
Provide a Certificate of Insurance
Ensure contractor's coverage is primary and non-contributory
Include a Per Project Aggregate endorsement
Obtain required insurance coverage for any corrective work performed after project acceptance
Execute and deliver 100% performance and payment bonds
Not discriminate against any employee or subcontractor based on race, creed, color, national origin, sex, or age
Ensure all work areas are clean of dust and debris
Install all signs per manufacturer's specifications
Modify or remove existing signage, including patching, repairing, texturizing, and painting to match adjacent surfaces
Ensure new signage matches building standards
Submit picture samples for approval before signs are made or installed
Be responsible for legal disposal of removed signage and packaging materials
Perform work between 7:00 am and 6:00 pm, Monday through Friday

$50,000 – $150,000

A non-mandatory pre-bid meeting is scheduled for Wednesday, April 1st, 2026 at 11:00 am.

Bids must be submitted by Tuesday, April 14th, 2026 at 1:50 pm.

Bids will be opened on Tuesday, April 14th, 2026 at 2:00 pm.

The project shall be fully completed within forty-five (45) days after a negotiated start date.
