SUMMARY

Delaware seeks a motor fuel licensing and tax filing solution with e-filing, EDI, and compliance features for fuel industry stakeholders.

DESCRIPTION

The State of Delaware is seeking a comprehensive solution for motor fuel licensing and tax filing, tailored for fuel industry stakeholders such as dealers, suppliers, retailers, and transporters. The desired system should provide online credentialing, monthly tax return e-filing, and e-payment capabilities, along with robust Electronic Data Interchange (EDI) functionality to facilitate electronic tax return submissions.

Key system features include support for real-time data analysis, automated workflows, and enhanced taxpayer services to ensure efficient, accurate, and transparent motor fuel tax collection and compliance. The platform should enable system administrators to manage reference tables, including adding or updating fuel tax attributes as new fuel types are introduced. It will also allow the Motor Fuel Tax Manager to manage staff task assignments, and provide vendors with the ability to print official license copies upon approval.

Additional requirements include a role-specific dashboard for pending tasks, the ability to upload daily Bill of Lading schedules in electronic formats for large taxpayers, and API functionality to display current licensee data on the state website. The system must conduct integrity validation to ensure all tax reports meet data requirements before submission, supporting audit compliance and data quality throughout the process.
