The government authority in Des Moines, Iowa seeks a vendor to provide statewide mortgage help services to Iowa homeowners facing mortgage-related financial hardship. Required services include comprehensive counseling for mortgage delinquency, default, foreclosure prevention, and loss mitigation. Vendors must offer budget counseling, review household financial capacity, clarify mortgage terms and obligations, and assist clients in communicating and negotiating with mortgage servicers.
The selected provider must also either offer or coordinate access to qualified legal service providers for homeowners facing foreclosure. Education on both options to retain homeownership and how to transition housing if retention is not feasible is expected. The contract further requires comprehensive documentation, regular reporting, and outcome tracking of all client interactions, in line with agency requirements. All vendor questions must be submitted by May 8, 2026.
