DESCRIPTION


The agency seeks a vendor to implement and operate a mobile parking payment system that enables users to conveniently pay for parking using a mobile app, a 1–800 number, and a website. The system must allow agency personnel to view and present transactional and revenue data, and integrate seamlessly with the current enforcement and citation management system. The solution is intended to support parking space turnover while accommodating property owners, business operators, residents, and visitors.

The mobile parking payment system must be certified with the most recent Payment Card Industry Data Security Standard (PCI DSS), with all transactions processed in real time. Revenue must be deposited directly into the agency’s bank account, and the agency prefers to be the merchant-of-record for all transactions. The selected provider is responsible for submitting detailed monthly statements listing all per-transaction fees, and any customer fee must be approved by the agency prior to assessment.

Customer service should be available 24/7 via hotline, with live representatives accessible daily between 9AM and 6PM. This support includes assistance with customer registration, system information, correction of transaction errors, and fee notifications. A web-based back-office portal accessible to designated agency users is required, enabling access to reports for auditing and viewing parking transaction data. The contract will be for one year.
