SUMMARY

DHS requests information on commercial software solutions for a Migrant Case Management System to support partner nation immigration enforcement, focusing on lifecycle tracking, austere environment operation, and compliance with data protection laws.

DESCRIPTION

The Department of Homeland Security (DHS) seeks information from vendors regarding the development and deployment of a Migrant Case Management System (CMS) to support a foreign nation partner in managing the safe and humane removal of individuals to their country of citizenship, in accordance with local and international regulations. The overarching aim is to expand the capacity for processing irregular migrants, including by facilitating technical assistance and improving the partner’s ability to process individuals identified for removal.

Current operations are hampered by the absence of an effective CMS capable of tracking the lifecycle of immigration cases, from initial encounter through to final disposition. The project envisions utilizing a commercial off-the-shelf (COTS) software solution to enable comprehensive tracking, particularly for individuals housed in temporary reception centers and secure, sex-segregated facilities. Requirements include the need for the system to operate reliably in austere environments with limited bandwidth and connectivity, and to comply with host-nation personal data protection laws.

Interested parties are invited to provide detailed information on their solution capabilities and respond to specific questions outlined in the attached documentation. This process is for market research and informational purposes only, with no obligation on the part of the Government to proceed with a formal solicitation.
