The Department of Homeland Security (DHS) seeks information from vendors regarding the development and deployment of a Migrant Case Management System (CMS) to support a foreign nation partner in managing the safe and humane removal of individuals to their country of citizenship, in accordance with local and international regulations. The overarching aim is to expand the capacity for processing irregular migrants, including by facilitating technical assistance and improving the partner’s ability to process individuals identified for removal.
Current operations are hampered by the absence of an effective CMS capable of tracking the lifecycle of immigration cases, from initial encounter through to final disposition. The project envisions utilizing a commercial off-the-shelf (COTS) software solution to enable comprehensive tracking, particularly for individuals housed in temporary reception centers and secure, sex-segregated facilities. Requirements include the need for the system to operate reliably in austere environments with limited bandwidth and connectivity, and to comply with host-nation personal data protection laws.
