DESCRIPTION

The government authority located in Walnut Creek, California seeks a vendor to provide micromobility operations program services. The scope includes developing a model agreement and ordinance for a countywide micromobility program, with the aim of creating incentives for providers to operate in streamlined, standardized jurisdictions and to maximize the likelihood of successful implementation.

Responsibilities cover full project initiation and management, project administration—including staff management, team meetings, quality assurance/quality control, and regular accounting and invoicing. The selected vendor will review policy papers, recommend updates, and determine next steps regarding the model agreement and ordinance. Additional tasks involve updating background data, conducting interviews with providers and jurisdictions, and coordinating with regional partners and stakeholders.

The contractor will also manage mobility device operations such as retrieval, geographic rebalancing, replacement, removal, impounding, and recycling. Strategic program roll-out, network development, and feasibility assessments of target markets are crucial elements. Effective coordination with local and regional partners is expected to reduce barriers and ensure the success of the micromobility systems.
