Messaging, Brand Expression, Logo Design and Rebranding Services

The State of Missouri is seeking a qualified graphic designer, design firm, or agency to deliver comprehensive messaging, brand expression, logo design, and rebranding services. The selected vendor will be responsible for developing a cohesive visual identity, establishing brand standards, and producing a detailed brand manual. The scope of work includes creating an engaging and modern logo design with broad appeal, as well as designing flexible messaging and visual elements suitable for use by all departments, programs, and services.

The rebranding initiative will involve a thorough assessment of how existing sub-brands and departments may be integrated into the new identity. The vendor will deliver a branding package that includes a style guide and graphic templates essential for daily operations, such as letterheads, memos, vehicle decals, and city apparel. Additionally, the project will establish clear milestones and articulate short- and long-term strategies for launching, communicating, and sustaining the new brand over the first three years. These strategies will emphasize active engagement with residents, downtown businesses, and local community leaders, utilizing diverse communication tools and facilitating opportunities for feedback and advocacy among target audiences.
