A California agency is seeking a qualified vendor to deliver a secure, cloud-based member engagement platform designed to enhance communications with its members. This platform must be HIPAA compliant, scalable, and support multilingual functionalities, providing omnichannel outreach through channels such as text messaging, IVR, and email. The user interface should be intuitive and accessible, requiring no downloads or installations on the part of members.
The selected vendor will assist the agency in integrating and optimizing Artificial Intelligence (AI) and Machine Learning (ML) features, including providing updates on AI behavior trends and continually refining algorithms based on member engagement data. The platform should support campaign creation and deployment across eight threshold languages, facilitate automated replies in corresponding languages, and enable translation of user responses into English for agency staff analysis.
Additionally, the platform must offer a secure, web-based dashboard that displays real-time metrics such as delivery status, bounce and failure rates, response rates, and opt-out data, with the capability to generate customizable reports. The vendor will also be responsible for implementing protocols, procedures, and a customer ticketing system to handle campaign requests and workflow changes, and for capturing responses across all communication channels.
