The selected vendor will provide a comprehensive member benefit debit card program platform. This platform must enable the distribution of program benefits via a centralized and secure debit card system, compatible with major payment networks such as Visa or Mastercard, and support nationwide and international use as well as ATM withdrawals according to program rules.
The vendor must deliver a secure administrative portal for authorized staff to issue cards, load funds, monitor transactions, manage participant information, and generate reconciliation reports. Implementation of the platform is required within sixty days of contract execution. Ongoing technical support and customer service for both program administrators and participants are essential components.
The solution must include strong fraud monitoring and protection, robust transaction controls, and industry-standard financial safeguards to protect program funds. Custom card branding, a scalable and branded platform, mobile application support, online portal, and phone support are expected. The program also requires comprehensive banking structure, funds control, asset protection, accessibility features, and 24/7 customer service support.
