RFP for administration and support of group Medicare Advantage programs for retiree eligible participants in Maryland.

Vendor must have at least ten years' experience in administering Medicare Advantage medical benefits for one or more clients with more than 5,000 enrolled retirees.
Vendor must have at least 200,000 enrolled Medicare Retiree covered lives across the Offeror's health plan book of business as of proposal submission date.
The contract must be direct between MCA and the health plan, without any broker and/or commissions.
Vendor must demonstrate experience with other public sector clients/municipalities of similar size.
Vendor must review and agree to MCPS General Contracting Articles, MCPS Equal Opportunity Certification, MCPS Certification of Non-Segregated Facilities, MCPS Minority Business Enterprise, and MCPS Non-Debarment Acknowledgement, or provide minor commentary/variances.
Vendor must review and agree to M-NCPPC Required Provisions for Health Care Contracts and Purchasing Policy.
Vendor must review and agree to WSSC's General Conditions and Proposal Submission Forms (Consultant Conflict of Interest Affidavit, Contract Certification Affidavit, Iran investment activity certification, Signature Page, Consent to Use of Electronic Signature form), or provide minor commentary.
Vendor must agree to share risk score data, claims data, CMS revenue, and risk score data broken down monthly as requested, no more than twice a year.
Vendor must agree to provide facility and ancillary member utilization data as requested, no more than twice a year.
Vendor must be able to offer a national, passive Medicare Advantage PPO plan with or without Part D Rx coverage, on a group basis, providing uniform benefit coverage to all Medicare eligible retirees regardless of where they live within the entire U.S. and its territories, and regardless of their use of in-network vs. out-of-network providers who accept Medicare.
Vendor must be able to offer a Part B only Medicare Advantage PPO plan with or without Part D Rx.
Failure to agree to mandatory terms and conditions, opting out, or requesting an exception will result in the RFP not being evaluated.
Proposals must be submitted in the requested RFP format without editing the Excel files (no adding or deleting rows, columns, or cells).
Qualifications or contingencies on proposed fees, plan design, and performance guarantees must be clearly identified within the Excel files.
Proposals must be hand signed by an authorized agent of the company.
All vendors must have a company officer attest to compliance with RFP specifications and accuracy of all responses.
Bidder is responsible for reviewing current plan designs and confirming ability to mirror existing plan provisions through Medicare Advantage or clearly identifying deviations.
Bidder must complete the Mid-Atlantic Purchasing Team Rider Clause (MAPT worksheet A-9).
Proprietary or confidential information must be clearly stated in large red letters on each page, and a redacted copy must be provided for FOIA requests.
Failure to provide signed acknowledgement of addenda/errata may result in the bid being deemed non-responsive.
