South Dakota is seeking a web-based software solution designed to support the state’s medical cannabis program, including patient registry, establishment licensing, and inspection management functionalities. The desired system must deliver a fully functional and operational patient registration portal for processing applications and issuing certifications, as well as an establishment licensing portal for handling business certificate applications, both initial and renewal, in compliance with applicable state and federal guidelines.
The software should enable qualifying patients and caregivers to create accounts and apply for medical cannabis cards, while medical providers must also be able to register accounts to issue certifications directly through the platform. Additionally, the solution requires a secure verification portal, allowing law enforcement and approved establishments to validate registry identification numbers or scan QR/barcodes on issued identification cards for verification purposes.
Inspection management features are also required, with the system tracking, organizing, and archiving completed inspection reports and facilitating follow-up communications with establishments. The platform should support multiple establishments under a single user account, and multiple users under a single establishment account, offering flexibility for businesses managing several operations. All functionalities must adhere to administrative rules and support the secure handling of sensitive information.
