The selected vendor will provide comprehensive media, marketing, and public relations services targeting Medicaid beneficiaries affected by CE requirements. Responsibilities include developing an integrated, multi-channel communications strategy with a clear messaging framework that effectively explains CE requirements, associated rights, responsibilities, and exemptions. Campaign materials must be designed to be culturally appropriate and accessible to the target audience.
The campaign will utilize various channels such as direct text messaging to beneficiaries with mobile numbers, paid and organic social media content across platforms like Facebook and X/Twitter, and other appropriate media. The vendor will be responsible for the creative development of assets including scripts, graphics, videos, and copy, ensuring message and brand consistency across all media types.
Additional tasks include media planning and buying, with budget recommendations and media placement negotiations. The vendor must also implement tracking mechanisms for all channels to monitor campaign effectiveness and provide regular performance reporting.
