DESCRIPTION


Virginia is seeking a qualified vendor to design and implement a multimedia campaign focused on increasing awareness of opioid overdose risks within Black communities. The campaign must be culturally relevant, trauma-aware, and developed in collaboration with local community stakeholders to ensure alignment with broader community-based efforts to address the opioid crisis.

Key responsibilities include the creation of a comprehensive campaign plan covering messaging framework, media strategy, and timeline. Deliverables consist of creative assets, production and placement of billboard advertisements in high-visibility areas within predominantly Black neighborhoods, and design and management of a social media outreach strategy across platforms such as Facebook, Instagram, and TikTok. The campaign also calls for the production of short-form video content, such as testimonials and educational clips, and the development and printing of culturally appropriate educational materials for distribution through community centers, churches, clinics, and events.

The selected vendor will facilitate at least two community feedback sessions during the project to inform the campaign’s development and assess its impact.
