A media buying partner is sought to support educational campaigns centered on storm water awareness in North Carolina. The selected vendor will be responsible for developing and executing comprehensive media strategies, including planning, buying, and performance measurement for cause-related messaging. Key duties include identifying and segmenting target audiences, setting budget parameters, negotiating with media outlets for optimal placement and rates, leveraging in-kind publicity, and managing all aspects of ad placement, including make-goods, verification, and conducting post-buy analyses.

The vendor will also be expected to provide detailed monthly and annual performance reports for all campaigns, continuously evaluate campaign effectiveness and efficiency, and collaborate closely with internal staff. Additional responsibilities involve creating a three-year strategic media buying plan based on current market and media research, establishing a fiscal year budget tracker, and ensuring timely and on-budget execution of services. The chosen partner will monitor evolving media methods, select the most effective media combinations, and maximize engagement within the target audience through regular campaign delivery. Educational campaigns will address topics such as storm water quality, public volunteer opportunities, flood safety, storm drainage infrastructure, and the organization's mission and priorities.

A non-mandatory pre-bid meeting is scheduled for February 6, 2026. All questions related to the proposal must be submitted by February 12, 2026.
