Seeking a vendor to provide end-to-end media and video production services, media relations support, and brand enhancement for an Ohio-based agency.

References must include client's name, contact name, address, telephone number, email address, business name, description of services, and length of contract
Do not use family members as references for professional references
Highlight at least three recent projects of similar nature, magnitude, and complexity in client satisfaction
Ideally, submit a copy of a former plan or report for a similar scope
Describe plan or procedure to monitor employees for quality
Demonstrate clear understanding of CMHA's motto and Gold Performance Standards
Ensure proposal is legible, readable, free of spelling/grammar errors, includes all required information, and is in correct sequence
Achieve a minimum evaluation score of 65 points to be considered for award
Video production firms must be able to be on site to conduct interviews and other footage within a reasonable timeframe
All finished work and raw footage shot for projects will be the property of CMHA
Comply with all CDC, local, and state guidelines
Communications Consultant must be available for CMHA events with 48-hour notice and willing to speak to media with 3-hour notice in crisis situations
Communications Consultant must be proficient in media releases, conferences, and alerts
Communications Consultant must call or check in with CMHA representative and provide estimated time to complete assignment
Contractor/Consultant must ensure ability to perform all services awarded; insufficient staffing is not acceptable
Vendors will service CMHA and/or TPS first in schedule conflicts
Submit invoices within two weeks after completion of service to avoid deductions
Maintain Commercial General Liability Insurance with limits of $1,000,000 per occurrence, $2,000,000 general aggregate, $50,000 damage to premises/fire, and $5,000 medical expenses
Name CMHA and its affiliates as Additional Insured and Certificate Holder for Commercial General Liability
Maintain Professional Liability and/or 'errors and omissions' coverage with a limit not less than $1,000,000
Name CMHA and its affiliates as Additional Insured and Certificate Holder for Professional Liability
Maintain Automobile Liability Insurance with limits of $1,000,000 combined single limit, $50,000/$100,000 for rental vehicles, and $5,000 medical pay

Notify CMHA immediately of any damages
Repair or replace items damaged due to agency's negligence
Safeguard all CMHA property provided for agency use
Be cognizant of safety around pedestrians and personal belongings
Observe all posted driving, speed, and parking regulations
Inform CMHA Procurement within two working days of any contact information changes
Ensure fees are the lowest charged to external buyers for similar volumes
Practice utility conservation in all CMHA facilities
Comply with all Federal, State, and local wage and hour laws and licensing laws
Certify no Federal appropriated funds have been paid to influence Federal transactions
If other funds paid to influence Federal transactions, complete and submit Standard Form-LLL
Include lobbying certification language in all subawards
Protect personal information collected, used, or acquired
CMHA has unlimited rights to data first produced in the performance of the contract
Comply with Clean Air Act (for contracts over $150,000)
Equipment, services, or systems shall not include covered telecommunications equipment or services from Huawei, ZTE, Hytera Communications, Hangzhou Hikvision, or Dahua Technology

DESCRIPTION

The agency is seeking a vendor to provide comprehensive media and video services. Responsibilities include assisting the senior communications coordinator and communications coordinator by drafting media releases, crafting written responses to media inquiries, and gathering information as needed. The selected vendor will represent the agency in written communications and, when required, conduct on-camera interviews for TV, radio, or newspaper outlets, particularly during crisis situations.

Additionally, the vendor will support efforts to enhance brand awareness and promote the agency’s image. Expected services include collaborating with the communications team on storyboarding and concept development, full production services such as videography, multi-location shoots, music selection, and voiceover, as well as video editing and postproduction for individual projects. The vendor should capture B-roll footage of agency sites for future use and utilize drone technology for video projects involving buildings or groups of buildings. Professional photography of agency buildings and headshots of the leadership team for website and media purposes are also required.

All questions related to the RFP must be submitted by March 25, 2026. The initial contract period will be for one year.
