A government authority in California seeks a vendor to provide master plan services for developing a center in downtown Sacramento that supports a university-led economic development model. The project incorporates academic, civic, and political engagement, workforce development, industry co-location, and innovation initiatives.
Scope of work includes inventory and mapping of on-site and adjacent utility infrastructure, conducting planning-level capacity analysis for water, sanitary sewer, stormwater, power, communications, and other relevant utilities. The vendor will identify constraints, risks, and opportunities for site development and phasing, evaluate sustainability, resiliency, and operational considerations, and coordinate with utility providers and jurisdiction agencies.
Additionally, the vendor is expected to recommend infrastructure improvements, develop sequencing strategies, and provide planning-level cost estimates. A pre-bid meeting is scheduled for April 2, 2026, and questions must be submitted by March 20, 2026.
