Seeking provider for musician coordinator services to support worship and special events, including rehearsals and musical accompaniment.

Maintain an active CAGE Code in SAM.gov.
Provide Point of Contact names and phone numbers.
Submit a capability statement demonstrating ability to perform work described in the Performance Work Statement (PWS).
Provide at least one relevant contract reference from the last 10 years for similar services (government or commercial).
Disclose subcontractor and teaming arrangements.
Submit Commercial and Government Entity (CAGE) code in Block 17a of SF 1449 for Supplier Performance Risk Score (SPRS) verification.
Comply with all PWS provisions for management, administration, contractor-furnished items, and specific tasks.
Submit all quotes and correspondence in English.
Submit electronic quotes in Microsoft Word, Excel, or Adobe Acrobat (PDF) format; WINZIP files are not accepted.
Limit company identifying information to the cover of each section.
State prices as Firm-Fixed-Price (FFP) in local currency, rounded to two decimal places.
Ensure Excel files are unlocked, formula-driven, and do not use hard-coded numbers.
Hold prices firm for 60 calendar days from the offer due date.
Comply with all FAR and DFARS representations and certifications.
Comply with German law for performing services in the Federal Republic of Germany.
Ensure U.S. national personnel register with the U.S. Embassy.
Ensure third-country national personnel comply with their embassy's security requirements.
Provide antiterrorism/force protection awareness information and comply with guidance.
Complete AT Level I Training, AOR-specific AT awareness training, and annual refreshers.
Complete Level I OPSEC training and annual refreshers.
Brief employees on the local iWATCH program.
Complete "Identifying and Safeguarding PII" training and annual refreshers.
Comply with DoD and Army IT/IA training requirements if performing IT/IA functions.
Comply with Installation Access Control requirements (AE Reg 190-16, AE Reg 604-1).
Submit Initial Installation Pass Log within 3 workdays of contract award.
Update Installation Pass Log within 5 workdays of any changes.
Collect and return installation access passes upon employment expiration or termination.
Provide Common Access Card (CAC) information within 15 calendar days of award.
Submit CAC log within 30 calendar days of award and 5 days of changes.
Comply with background check requirements for personnel working with minors (Tier 1 with SCHR).
Submit copies of favorable background checks within 5 workdays of receipt.
Submit copies of unfavorable background checks within 24 hours of receipt.
For Local Nationals and Third Country Nationals, furnish Polizeiliches Fuehrungszeugnis within 15 workdays of award.
Submit an Accident Prevention Plan before work initiation.
Provide safety notifications within 15 workdays.
Adhere to facility security policies and report suspicious activities.
Attend post-award and periodic progress meetings.
Provide names and Curriculum Vitae (CVs) for the Program/Contract Manager and Alternate PM within 5 workdays of award.
Program/Contract Manager and Alternate PM must have a minimum High School Diploma (Bachelor's preferred), 2 years of professional office management or program coordination experience, English fluency, and Microsoft Office proficiency.
Musician Coordinator must have effective English communication skills, positive interaction with diverse faith groups, computer software knowledge, and ability to recruit, train, and schedule musicians.
Contractor personnel must maintain professional etiquette and identify themselves as contractors.
Provide signed non-disclosure agreements within 10 days prior to work commencement.
Notify the Contracting Officer of any Organizational Conflict of Interest (OCI) and submit a mitigation plan.
Safeguard Government equipment, information, and property.
Provide access for Conventional Forces Europe (CFE) treaty verification inspections.
Provide proof of Child Protection Training.
Maintain a professional appearance and dress code.
Develop and maintain a Quality Control Plan (QCP) within 10 workdays of contract award.
Report issues affecting performance to the COR within 24 working hours (verbal) and 5 workdays (written).
Provide music selections to the COR by Tuesday of each week.
Submit consolidated musicians' work verifications and invoices to the COR by the 5th day of each month.
Report all Contractor labor hours via SAM.gov by October 31st each year.
