DESCRIPTION


The contracting entity seeks a vendor to provide a mass notification system capable of delivering alerts across multiple platforms, including cell phones (via voice and text), landlines, and email addresses. The system must support notifications to at least 3,000 users and allow sending messages to multiple endpoints such as phones, SMS, and emails simultaneously.

Key performance benchmarks include the ability to send 6,000 voice messages within five minutes, 12,000 text messages within one minute, and 12,000 emails within three minutes. The solution should offer unlimited usage for texts, emails, and calls without incurring long-distance charges. Features required include voice messaging with a minimum of two phone numbers per member, SMS texting with at least four numbers and up to 160 characters per message, and a text-to-speech function for converting typed text to audio. Email notifications must allow a minimum of four addresses per member.
