The issuer is seeking a marketing partner to design and execute a region-wide, multi-phase campaign focused on family engagement, early literacy, and screen time awareness. The selected firm will develop two complementary but distinct campaign messages that position healthy screen habits and literacy-rich family routines as connected supports for child development, learning, and relationships.
The work includes creating a cohesive campaign strategy and creative approach under the "Unplug and Play Great Lakes Bay" brand for use across five participating areas, with flexibility for local adaptation. The vendor will be expected to develop accessible, practical, culturally responsive messaging for families with children across multiple developmental stages, from early childhood through 5th grade, and to promote balanced screen use, family connection, reading, writing, play, and conversation.
The scope also includes producing print, digital, social media, and promotional materials that can be deployed regionally and customized locally. In addition, the selected partner will establish a visual identity, messaging framework, and content library that supports multiple themes, timeframes, and audience segments, while incorporating storytelling, community engagement, and public awareness strategies that elevate local voices and encourage family action.
