Seeking a consultant to map Mongolia's carbon market actors, analyze international best practices, and develop policy and engagement strategies to accelerate private sector participation.

DESCRIPTION


A vendor is sought to provide market developer consultant services focused on supporting the growth of Mongolia's carbon market. The project involves mapping carbon market participants and evaluating their roles, capacities, and overall market functions.

The consultant will conduct international benchmarking of policy incentives, economic instruments, and market governance frameworks, analyzing their impacts to propose targeted policy recommendations such as tax instruments, grants, and subsidies aimed at enhancing private sector participation. A comprehensive narrative report will be prepared, outlining methodologies, findings, market size analysis, and policy recommendations, developed in coordination with other consultants.

Responsibilities also include developing sections for the carbon market development roadmap on private sector engagement to operationalize Article 6 participation and maximize economic benefits. The consultant will identify steps to address capacity building and technical assistance needs, integrate previous findings from private sector engagement mapping, and lead consultation meetings and knowledge-sharing workshops for government agencies, the private sector, financial institutions, and other stakeholders.
