DESCRIPTION


The government authority in the Virgin Islands is seeking a consultant to provide marine system capital improvement program services. The selected consultant will be responsible for developing, for approval by the authority, comprehensive services, systems, and staffing necessary to manage and execute all aspects of terminal development, including the planning, design, and construction phases.

Key responsibilities include preparing an overall program management plan, capital development plan (coordinated with the Crown Bay District redevelopment and broader marine strategic planning), and an integrated organizational structure. The consultant will develop scopes of work that support the authority's strategic initiatives and create project or program governance and controls. Duties also encompass technical advisory services, review of both solicited and unsolicited proposals, stakeholder engagement, and other services supporting seaport and facility development goals.

Additional services may involve program strategy and management, oversight and reporting, recommendations regarding funding programming, planning and design management assistance, facilitation of preconstruction services, project management software evaluation and integration, and comprehensive procurement support. The consultant will also assist in defining the program team, organizational structure, and project delivery execution plans.
