A vendor is sought to provide comprehensive management and sharing of traffic management system (TMS) video in Washington, DC. TMSs utilize advanced technologies, software, and data to support the safety, efficiency, and reliability of surface transportation networks.
The selected vendor will address system and resource requirements for video management and sharing, as well as navigate the legal, policy, and institutional frameworks that govern the collection, archiving, and usage of video footage. This includes developing and implementing strategies to prevent unauthorized or unintended use of video content, drawing from lessons learned in related fields such as public transit.
Key tasks include ensuring the protection of personally identifiable information (PII) through methods such as redaction, anonymization, and establishing controls on third-party recording or redistribution. The vendor will also align video management policies with procurement and performance requirements for surveillance systems, explore options for securely sharing video with third-party users—including agencies, emergency services, and the public—and assess emerging technologies that enable secure and privacy-preserving video management and distribution. Additionally, the vendor is expected to propose automation techniques for handling video access requests and develop performance assessment methods to evaluate the effectiveness of video management practices, with the goal of advancing and improving video sharing protocols.
