DESCRIPTION

The government authority located in San Antonio, Texas is seeking a vendor to manage and operate youth services. The selected organization will be responsible for recruiting, enrolling, and serving eligible youth, with a focus on Out-of-School Youth and individuals who face significant barriers to employment. Services must include the delivery of the fourteen required youth program elements and the implementation of sector-based career pathway strategies that are aligned with regional labor market demands.

The provider will develop and maintain strong partnerships with employers to facilitate work experiences, internships, and employment placements. Ensuring equitable access to services in both rural and urban communities is essential. The vendor must also meet or exceed state-negotiated and locally established performance measures, maintain robust fiscal accountability and data integrity, and comply with all relevant federal, state, and local requirements.

Collaboration with workforce system partners—including the One-Stop Operator, Vocational Rehabilitation, education partners, community-based organizations, and employer associations—is required to deliver seamless services and avoid duplication of efforts. Potential bidders should be prepared for a pre-bid conference and timely submission of all questions.
