The State of Washington seeks a vendor to provide comprehensive mainframe Common Business-Oriented Language (COBOL) development and support services. Key responsibilities include delivering Level 2 and Level 3 support for COBOL-based applications, monitoring application health and batch processes, and maintaining the QABatch tool to ensure compatibility with future z/OS upgrades. The QABatch tool is a specialized, internal mainframe quality assurance and batch processing solution supporting DB2 and JCL-based workflows used for regression and scenario testing related to AFRS elements.
The selected provider will be expected to troubleshoot and resolve production incidents such as batch job and MFT failures, perform root cause analysis, and document outcomes while implementing preventive safeguards. Additional duties cover support for batch cycles and job scheduling, integration and decommissioning support in relation to the State's enterprise resource planning system (Workday), and support for mainframe environment upgrades managed by external service providers. The vendor will also handle approved change requests, modify COBOL programs and database objects, and deliver end-to-end testing support for inter-agency operations, including establishing and coordinating test environments.
