The government authority in Boston, Massachusetts is seeking a vendor to provide low-threshold permanent housing and supportive services for unaccompanied adults experiencing homelessness. This initiative focuses on individuals who may be actively using substances, are at high risk for HIV acquisition, or are living with HIV and other co-occurring conditions.

The primary objective is to help clients achieve and maintain housing while facilitating access to medical care, behavioral health services, and support resources to optimize health and quality of life. Vendors must establish and manage referral mechanisms for individuals for whom traditional housing pathways are not successful, and ensure no-barrier access to permanent housing placements.

Key services include assisting individuals with rent, utilities, furnishings, household goods, transportation planning, and community supports, as well as providing first and last month's rent and security deposit payments to landlords, which may be subcontracted. Vendors should tailor services to client needs, support housing stability, and mitigate issues to prevent eviction, ensuring that rent violations or substance use are not grounds for termination.
