The agency is seeking a vendor to provide marketing and advertising services for the Low-Income Energy Assistance Program (LEAP) in Colorado. The selected contractor will support statewide outreach efforts designed to promote the program among LEAP-eligible residents and increase awareness and participation.
The scope includes development of a comprehensive strategic marketing plan, creative strategy, and media plan incorporating paid advertising. The vendor will also create social media content aligned with the program’s brand strategy and recommend effective advertising methods, timing, and placements through media research. Additional responsibilities include conducting A/B testing to evaluate the relevance and effectiveness of campaign materials.
The contractor will be expected to provide account management support, including a minimum staffing plan with an Account Manager responsible for client relations, compliance, and contract oversight, as well as a contingency staffing plan. Marketing materials must be submitted in batches for state review and approval prior to use. The engagement also requires analytics tracking and performance measurement, including website analytics, brand awareness surveys, earned media, impressions, click-through rates, clicks, video completion rates, hotline usage, and public utilization of LEAP services.
