DESCRIPTION


The selected vendor will provide long range facilities planning services for a government authority in Oregon. Responsibilities include reviewing existing facility documentation and validating planning-level assumptions across building systems, site infrastructure, utilities, parking, and grounds. The vendor will identify and map deferred maintenance needs, developing order-of-magnitude cost projections aligned with lifecycle reinvestment schedules, including both capital and lifecycle cost modeling.

The scope also includes evaluating how the headquarters facility supports daily operations within a hybrid workforce environment. Compliance services will be integrated, specifically addressing requirements related to HB 3409—identifying regulatory gaps, impacted systems, relevant timelines, and associated capital needs. The vendor will also provide seismic resiliency planning for office buildings over 50,000 square feet, assessing prioritization factors. Multiple long-range facility scenarios—such as modernization, phased reinvestment, partial redevelopment, and hybrid approaches—will be developed and evaluated.

Comprehensive scenario analysis will ensure the facility's long-term sustainability, compliance, and operational flexibility, addressing both immediate and future needs.
