The agency is requesting proposals for full management and operation of its logo sign program, including installation, maintenance, application processing, and revenue sharing.

Administer the NMDOT Logo Sign Program
Provide revenue sharing to NMDOT (minimum $500,000 annually or 50% of gross revenues, whichever is greater)
Maintain an office in the Santa Fe – Albuquerque area, New Mexico
Adequately staff and equip the New Mexico office
Maintain office hours consistent with NMDOT General Office
Submit proposed work schedules for marketing, construction, refurbishing, and sign replacement for approval
Submit all marketing materials and business participation forms for approval
Submit Site Raw format for approval
Submit typical traffic control plans for approval
Submit sign layouts for each type of sign required for approval
Obtain approved work permits from NMDOT District Office and Traffic Services Section prior to construction
Conduct routine and emergency sign maintenance
Submit quarterly reports to NMDOT
Submit annual progress reports to NMDOT
Prepare a sign fee schedule, including reduced costs for small businesses
Prepare a fee schedule for installation, maintenance, removal, or replacement of business signs
Remove, replace, or mask unsightly, faded, or dilapidated business signs
Conduct a statewide inventory of potential and existing businesses
Develop brochures and information packets for businesses
Develop an application form for businesses
Enter into contracts with businesses for a minimum of one year
Conduct inspections of participating businesses every two years for compliance
Maintain sight distance requirements for signs
Develop and submit site plans for proposed construction
Develop traffic control plans by a professional Engineer licensed in New Mexico
Determine size of steel beams for sign supports using NMDOT design process
Provide two sets of as-built plans within 90 days of interchange completion
Fabricate and install specific information panels
Ensure business signs are manufactured to NMDOT specifications
Remove, relocate, replace, or modify existing LOGO program signs at contractor's expense as required by NMDOT
Fabricate all signs, including business signs and trailblazer assemblies, with aluminum
Fabricate mainline and ramp specific information panel supports with steel beams for slip base breakaway design
Submit independently audited financial statements for the most recent year and preceding three years, or sufficient information to assess financial stability
Obtain a Performance Surety Bond of $500,000
Submit a signed Letter of Transmittal Form
Complete and return a signed, unaltered Campaign Contribution Disclosure Form
Provide health insurance for employees if 6 or more employees work 20+ hours/week and contracts exceed $250,000
Submit a copy of valid New Mexico/Native American Resident Preference Certificate or Veteran Preference Certificate
