A county in Virginia is seeking a vendor to provide tax administration software along with implementation services tailored for local government operations. The proposed software must integrate seamlessly with the county's existing Financial and Accounting systems and support the extraction of reports and files from current platforms. Compliance with Generally Accepted Auditing Standards (GAAS) and Generally Accepted Accounting Principles (GAAP) is mandatory.
Key features required include robust user management with the capability to assign security roles based on position, group, or department, and to restrict access to specific functionalities such as data viewing, modification, and administrative actions. The system should maintain complete, unalterable audit trails documenting all system activities, including data entry, deletion, viewing, and modifications. Additional requirements involve the ability to manage tax business cycles with user-defined date ranges, track address history, store unlimited comments on customer records, and keep detailed records of returned payments.
The software must also support accepting multiple payment types in a single transaction, generate comprehensive daily and monthly payment reports—highlighting errors or exceptions for state taxes—and facilitate the import/export of transactions and related data, such as dog licensing, from third-party vendors. It should allow for invoicing supplements for multiple previous tax years under a single invoice number. Vendors with questions about the project must submit their inquiries by November 13, 2025.
