DESCRIPTION


An Oregon agency seeks a vendor to provide a Litigation Case Management System (LCMS) to replace existing disconnected legacy systems and paper-based workflows. The objective is to implement a centralized, electronic solution that streamlines administrative processes, improves transparency and agency accessibility, broadens access to justice, and delivers enhanced reporting capabilities.

The preferred system should be a Commercial off-the-shelf (COTS), Software as a Service (SaaS) solution, with capabilities including electronic filing for all parties (including pro se litigants), support for requests for hearings and notices, and accommodating diverse abilities and language needs. External parties must be able to view case status, submit correspondence, exhibits, and requests electronically. The system should enable decision-makers to manage cases and publish opinions electronically, with configurable role-based security for internal and external users.

Vendor responsibilities encompass system configuration and planning, project management, implementation, configuration, data management, data conversion and migration, reporting, user acceptance testing, and ongoing maintenance, repair, customer service, and help desk support. All questions regarding the RFP must be submitted by May 11, 2026, and a pre-bid meeting is scheduled for April 30, 2026.
