The government authority in Lansing, Michigan seeks a vendor to provide lifecycle server extension services utilizing a unified platform with a kernel-integrated hypervisor and storage architecture. The platform must deliver native virtualization, storage, and cluster coordination capabilities without depending on external hypervisors, storage controllers, or third-party virtualization components. The selected solution should ensure true node-loss tolerance, supporting the loss of multiple nodes as applicable, without external quorum servers, witness appliances, or arbitrators.

All platform features should be included in the base offering, without restrictions tied to add-ons, capacity, or tiered licensing. The solution must enable non-disruptive expansion—such as adding nodes or deploying additional clusters—without requiring an architectural redesign. Native capabilities should also include live migration of virtual machines, automated failover, application-consistent snapshots for Microsoft SQL Server workloads, and coordination with necessary guest operating systems.
