Maintain compliance with all laws and provide policy administration, claims processing, payment issuance, and customer service.
Services extended to current and retired employees.
Provide a compliant and comprehensive Plan Document for EBD approval 30 days prior to Plan Year start.
Accept enrollment information electronically.
Process enrollment updates and demographic changes within three business days.
Create and distribute educational and enrollment materials.
Complete claims processing and payment within three business days of receipt.
Operate a dedicated toll-free call center (Mon-Fri, 8 AM-5 PM CST, excluding holidays).
Record and archive 100% of telephone calls for at least 12 months.
Possess administrative systems in production for at least one year prior to RFP response.
Store and access all contract-related data only from within the United States.
Host a secure member website for account access.
Provide a payroll interface for AASIS information exchange.
Complete and sign a HIPAA-compliant Business Associate Agreement.
Data systems must be SAS-70 Level II and/or SSAE-18 compliant.
Encrypt all transmitted and stored data; mask SSNs from reports.
Submit annual, quarterly, and monthly reports.
Submit a proposed Implementation Plan during discussions.
Submit a proposed Staffing Plan during discussions.
Maintain Commercial General Liability insurance ($1M/$2M) and Cyber Liability Insurance ($600k).
Provide transparent administration and financial reporting.
Conduct annual IT audits of the system.
Disclose conflicts of interest, litigation, or bankruptcy.
State retains sole ownership of all collected data.
Destroy all copies of State-owned data within 30 days post-contract.
Be the prime contractor for the resulting contract.
Register as a vendor with the State of Arkansas.
Accept payments exclusively through ACH.
Certify non-engagement in boycotts (Israel, Energy, Fossil Fuel, Firearms, Ammunition Industries).
Certify non-employment/contracting with illegal immigrants.
Certify not being a Scrutinized Company and not employing one as a subcontractor.
