The Department of Homeland Security's Federal Law Enforcement Training Centers (FLETC), Office of Chief Counsel, has issued a request for information to support planning for the replacement of its existing legal document and case tracking platform. The current OCC Document Manager is a FLETC-developed application used to securely manage legal reviews, findings, opinions, and related metadata for documents handled by executive and senior management. Because the existing system is outdated, FLETC is seeking information on a commercial off-the-shelf case management solution that can provide secure tracking, storage, and workflow support for highly sensitive legal materials.
Interested respondents are asked to review the draft statement of objectives and provide a rough order of magnitude, a capability statement or reseller authorization if applicable, references for prior similar work, and comments or revisions on the draft objectives. Pricing information should reflect a complete system solution and identify any assumptions. This notice is for market research and planning only and does not constitute a solicitation or a commitment by the Government to issue a future procurement.
Responses must be submitted electronically in Microsoft Word or PDF format, with files over 10 MB divided into multiple files. Submissions are limited to ten pages, excluding certain supporting pages and reference materials, and must include company information such as socio-economic status, DUNS, UEI, CAGE code, points of contact, and available federal contract vehicles. Questions are due by May 15, 2026 at 12:00 PM EDT, and responses are due by May 18, 2026 at 5:00 PM EDT.
