The County is seeking a vendor to provide a cloud-hosted legal case management system to support case tracking, document management, calendaring, workflow automation, reporting, and ensure compliance with all applicable federal and state regulations. The solution must be hosted on a government-recognized cloud infrastructure, such as AWS or Microsoft Azure, and feature a highly available multi-tier architecture with redundancy across availability zones and robust disaster recovery capabilities.
Vendors should detail their hosting architecture, including data center locations, data residency options, uptime guarantees (minimum 99.9% SLA), backup procedures, failover strategies, system monitoring, and scalability to accommodate growing user bases, data volumes, and transactional demands. Specific requirements include case management features such as court order deadline tracking and confidential file access control, document management for contracts and dockets, and portals for outside counsel invoice submission.
The platform must also offer customizable dashboards for task tracking and completion, workflow automation to streamline processes, and comprehensive support for go-live launch, including detailed cutover plans, available staffing, and post-launch support. Training is to be provided through both remote and onsite options, with resources such as end-user guides, virtual academies, and system admin documentation, employing a 'train-the-trainer' model if available.
