The issuing organization is seeking information from vendors capable of providing a legacy management support system for a robust Long-Term Surveillance and Maintenance (LTS&M) program. The support scope includes contract management, with a single point of contact at the IDIQ level to track performance, manage transitions, resolve issues, and coordinate with Task Order Managers. It also includes establishing and maintaining a Program Management Office to integrate programs, projects of varying size and complexity, and associated resources; subcontract procurement management; learning and development; and document management.

Additional requirements include implementing an Integrated Safety Management System and Quality Control Plan aligned with federal standards, as well as human resource management and program-wide business support.
