The Army Contracting Command seeks information from qualified vendors regarding technical and operational support for DeCA's legacy business, financial, and records management applications.

DESCRIPTION


The Army Contracting Command at Aberdeen Proving Ground (ACC–APG), Installation and Technology Division, is conducting market research through a Request for Information (RFI) to assess industry capability to provide technical and operational support services for legacy applications used by the Defense Commissary Agency (DeCA). This RFI aims to identify qualified industry partners, particularly those under IT Schedule 70 Program, Category 132.51 Information Technology Professional Services, who have the necessary expertise to support and maintain a wide array of core and legacy DeCA applications.

DeCA operates critical business and resource management applications, many of which are developed in legacy programming languages such as COBOL, AcuCOBOL, PL–SQL, and utilize proprietary tools. These systems support vital commissary operations including the DeCA Interactive Business System (DIBS) and its subsystems, the Standard Automated Voucher Examination System (SAVES), the Electronic Records Management and Archive System Refresh (DERMAS–R), Task Management System (TMS), and the Electronic Data Interchange (EDI) platform. The environment consists of on-premises COTS and GOTS solutions and interfaces with various internal and external business systems.

Vendors responding to this RFI should demonstrate capability in maintaining, supporting, and modernizing legacy application environments, handling integration with contemporary enterprise solutions, and complying with federal security and records management standards. The information sought includes solution approaches, relevant experience, qualifications, and potential to fulfill future task orders supporting these mission-critical DeCA systems.
