KEY REQUIREMENTS

Provide a cloud-hosted, enterprise-level Learning Management System (LMS) with a modern, accessible, and mobile-responsive user interface.

Support flexible role-based access, scalability, 24/7/365 availability, and comprehensive technical documentation with tiered support and defined SLAs.
Deliver end-to-end integration and migration services from the existing LMS (NEOGOV Learn) with Active Directory/SSO, HRIS, and Microsoft Office integration.
Ensure the LMS complies with Union County IT security standards, including data encryption, MFA, and SOC 2/ISO certifications, and guarantees data ownership by the County.
Provide comprehensive training for all user groups and project management with a dedicated project manager.
Submit proposals electronically, signed by an authorized person, including client references and required forms.
Comply with EEO, E-Verify, non-collusion, licensing, insurance, and indemnification requirements.

DESCRIPTION

The County seeks a vendor to provide replacement services for its learning management system (LMS), including procurement of a modern, cloud-based platform tailored to support countywide employee learning needs. The LMS must facilitate compliance tracking, robust reporting, content creation, workflow automation, and comprehensive workforce development, ensuring a user-friendly experience and seamless integration with existing county systems.
