This RFP seeks a vendor to provide a learning management system (LMS) with comprehensive implementation services. The solution must include robust course management features, allowing courses to be designated as required or optional and supporting in-person, online, asynchronous, and hybrid/blended learning modalities. The LMS should also support learner management, enabling assignment of training pathways based on employee group, job title, or supervisor, and allow learners to document training completed outside the system.
The vendor's offering should feature existing, high-quality, legally compliant, accessible, and current content, as well as course templates and intuitive tools for building new courses. Supervisors and administrators must have dashboards to monitor learning progress at both the group and individual level, including the ability to track continuing education credits, and monitor expiring certifications or licensures.
From a technical perspective, the system should detail integrations with Oracle and list any additional HR and ERP integrations. The API needs secure authentication and authorization mechanisms, no throttling, the capacity to handle data throughput within five-minute increments, and support for versioning to maintain backward compatibility with data functions. Vendors must submit all questions by March 10, 2026.
