DESCRIPTION


The agency is seeking a vendor to provide a comprehensive learning management system (LMS) capable of managing academy and in-service training programs. The LMS must support dedicated workflows for various types of training, such as basic licensing, continuing education, jailer and telecommunicator training, as well as instructor development. The platform should accommodate both long-form academies and shorter classes within a unified environment.

Key requirements include support for multiple formats of online learning and course authoring—such as live, virtual instructor-led, and blended learning—and must allow for the integration and use of video, audio, presentations, documents, assignments, and other learning resources. The system should enable agencies to construct structured curricula, organize courses within sequenced programs, set prerequisites, track progression, and manage completion obligations.

Further, the LMS must feature robust tools for testing and assessment, maintain gradebooks, track completion history, and manage training records for all learners. Certification and compliance functionalities should allow for the monitoring of certification statuses and automated certificate generation. Lastly, the system should facilitate class scheduling, calendar management, roster control, and attendance tracking for various instructional modalities, ensuring full auditability of attendance and participation records. The contract period for the LMS will be one year.
