A Texas-based entity is seeking a vendor to provide a comprehensive cloud-based learning management system (LMS). The required LMS must support distinct workflows for various types of training and licensing, including basic licensing, in-service and continuing education, jailer and telecommunicator training, as well as instructor development. The system must facilitate online, live, virtual instructor-led, and blended learning environments, offering either a native course authoring tool or integration for external learning content.
Functionality must include support for multiple content types such as video, audio, presentations, documents, forms, and surveys. The solution should offer robust assessment tools featuring a secure testing environment, question banks, randomized assessments, automatic grading, options for manual scoring, retesting controls, and support for both academy and in-service evaluations. The LMS must maintain comprehensive learner records, including gradebooks, attendance, certifications, assessment results, and completion history, for each trainee type. Dashboards and reports for tracking progress, compliance, instructor activity, and overdue training are required.
The system must also provide audit history for all record changes, ensure cloud accessibility on standard internet devices for users across locations, and enable bulk import of legacy training and learner data with standard export capabilities. In addition, it must facilitate the documentation and tracking of remediation, retraining, corrective action plans, and completion records. The initial contract term is for one year, and all proposal questions must be submitted by April 1, 2026.
