DESCRIPTION


The vendor is required to provide services for the modernization of learning and records management, including the implementation of a scalable, secure, and configurable Learning Management System (LMS) and Records Management System (RMS) platform. The new system should offer enterprise-level functionality and hierarchy, mobile accessibility, configurable workflows, built-in statewide reporting, and integration capability with key internal and external software platforms.

Key project components include migrating all historical training and qualification data to the new platform, supporting both standardized and unit-specific training delivery and tracking, and managing online, in-person, and blended training formats. The system must accurately track employee assignments, certifications, renewals, and training recurrency requirements, as well as support specialized program tracking for all components and milestones. Robust reporting, analytics, and audit-ready documentation are required to meet operational and regulatory needs, with scalability to accommodate workforce growth over the next five years. The contract term is set for three years.
