SUMMARY

This RFP invites providers to modernize the agency's training ecosystem through blended learning solutions, content development, and LMS integration for diverse employee and leadership groups.

KEY REQUIREMENTS

Submit proposals in three volumes: Cost/Price (Volume I), Technical (Volume II), and Contractual (Volume III)
Technical proposal must address evaluation criteria, be specific, detailed, and complete, demonstrating thorough knowledge of contract requirements
Contractual volume must contain signed Solicitation, Offer and Award Form, Representations and Certifications, Pre-Award Data Form, Certificate(s) of Insurance, and acknowledgment of amendments
Deliver a scalable, role-specific blended learning ecosystem that improves performance and safety, supports compliance, and accelerates professional growth
Build a Leadership Development Framework with tiered experiences, assessments, coaching, and action learning projects
Provide certifications and assessments including DiSC, CliftonStrengths, Hogan, Emotional Intelligence (EQ), and Leadership 360
Integrate all solutions with WMATA’s Learning Management System (LMS) for tracking, reporting, and analytics
Ensure accessibility, inclusion, and operational relevance across all programs
Define a blended learning strategy combining instructor-led training (ILT) with self-paced eLearning, microlearning, job aids, and coaching
Design role-based learning pathways for frontline employees, corporate staff, and leadership (tiered)
Implement a continuous learning model with reinforcement, measurement, talent development pathways, skill progression, microlearning, and agile learning methodology
Incorporate AI-powered learning features such as AI-driven recommendations, chatbots/virtual coaches, generative AI content creation, gamification, and learner dashboards
Develop courses and materials including facilitator guides, participant workbooks, slides, job aids, simulations, and assessments
Build interactive eLearning (SCORM 1.2/2004 and/or xAPI) with multimedia, scenarios, and knowledge checks
Specify licensing model, certified practitioner requirements, and data usage/retention for each assessment
Facilitate ILT (in-person/virtual) and run Train-the-Trainer (T3) for WMATA facilitators
Provide individual and group coaching aligned to leadership tiers
Ensure multilingual options or cultural adaptation as required
Support scheduling and logistics for high-volume frontline cohorts
Ensure LMS interoperability (SCORM/xAPI, single sign-on, completion tracking, data exports)
Provide dashboards and analytics for completion, learning hours, skill development, and impact metrics
Support mobile-responsive learning with offline capability where possible
Implement evaluation aligned to Kirkpatrick Levels 1–4 (reaction, learning, behavior, results)
Provide pre/post assessments, pulse checks, 30/60/90-day reinforcement, and ROI proxy measures
Recommend iterative improvements based on analytics and learner feedback
Adhere to SCORM 1.2/2004 and/or xAPI standards, SSO integration, and secure data handling
Comply with WCAG 2.2 AA and Section 508 accessibility compliance
Adhere to WMATA data protection standards, assess data privacy agreements, and define retention and access controls
Apply WMATA visual identity guidelines to all learner-facing assets
Support language adaptation and cultural relevance (localization)
Provide source files, editable templates, version control, and knowledge transfer (documentation)
Demonstrate experience delivering blended learning at scale for frontline and corporate audiences
Demonstrate proven leadership development design with assessments administered by certified practitioners
Demonstrate expertise in LMS integration (SCORM/xAPI), analytics, and accessibility compliance
Demonstrate strong project management with references in transit, utilities, or safety-critical sectors
Demonstrate capacity to support high-volume training with logistical excellence
WMATA will own all custom-developed content and materials; vendor retains ownership of pre-existing intellectual property used under license
Assessment data and learner records must be confidential; no third-party sharing without WMATA approval
Comply with non-disclosure agreements and data protection standards
Meet minimum insurance coverage requirements as specified in Exhibit A
Adhere to Service-Level Agreements (SLA) for delivery timelines and quality thresholds
Comply with NIST SP 800-53 rev. 5 cybersecurity requirements for administrative, technical, and physical security controls
Limit information system access to authorized users, processes, or devices
Provide training on the technical solution to WMATA end users regarding security risks and responsibilities
Ensure the technical solution creates, protects, and retains information system audit records
Provide validation of certification, accreditation, and security assessments upon request (e.g., PCI DSS AOC, SOC II, ISO 27001, vulnerability scans, penetration tests)
Establish and maintain baseline configurations and inventories of the technical solution
Establish, maintain, and implement plans for emergency response, backup operations, and post-disaster recovery
Identify and authenticate information system users, processes, or devices
Establish an operational incident handling capability for organizational information systems
Perform periodic and timely maintenance of the technical solution
Protect information system media (paper and digital)
Develop, document, periodically update, and implement security plans for the technical solution
Contractor staff must comply with WMATA’s applicable personnel and Human Capital (HC) policies, including completion of WMATA Cybersecurity Awareness Training
Responsible for the protection of sensitive information (PII, PCI, PHI, SSI) and compliance with legal and regulatory frameworks (e.g., PCI DSS, HIPAA Security Rule)
Periodically assess the risk to organizational operations from the technical solution
Allocate sufficient resources to adequately protect the technical solution and vendor-owned dependent information systems
Employ system/software development life cycle processes that incorporate information security considerations
Monitor, control, and protect information transmitted or received by the technical solution
Provide protection from malicious code at appropriate locations within the technical solution
Monitor information system security alerts and advisories and take appropriate actions
Identify and report information system flaws (vulnerability scans/assessments and/or penetration tests) on a monthly basis
Remediate identified vulnerabilities within specified timelines (Critical: 15 days, High: 30 days, Medium: 60 days, Low: 90 days)
Appropriately identify, manage, and address risks throughout their supply chain
Contractor staff must obtain WMATA access credentials
Contractors must provide all necessary equipment and certifications
Comply with Equal Employment Opportunity laws and regulations
Comply with WMATA's Living Wage Policy if the contract exceeds $350,000 in a twelve (12) month period
Comply with Non-Disclosure and Data Access Terms
Certify compliance with Debarment, Suspension, Ineligibility, and Voluntary Exclusion requirements (for contracts over $35,000)
Certify that IT employees granted access to WMATA's IT network and digital assets will reside within the United States
Comply with Small Business Enterprise (SBE) Program requirements if the proposal price is $1,000,000 or less

DESCRIPTION

The agency seeks a qualified vendor to provide comprehensive learning and development architecture, content development, and training ecosystem modernization services.
