DESCRIPTION


The State of North Carolina is soliciting proposals for a modern, integrated law records and jail management system to support law enforcement and detention center operations, as well as related administrative functions. The desired solution should provide a comprehensive Records Management System (RMS) and Jail Management System (JMS) with seamless integration, available in unified or modular formats. Deployment flexibility is essential, with options for on-premises, cloud-hosted, cloud-native, or hybrid environments. The system must feature a browser-based interface with mobile accessibility and robust, well-documented APIs for integration.

Key RMS capabilities include incident and case management, master indices for names, vehicles, locations and property, NIBRS compliance and reporting, property and evidence tracking, officer activity and use-of-force reporting, analytical dashboards, and integration with court systems such as Tyler Odyssey. JMS features must encompass inmate intake, booking, classification, release processes, housing management, bed assignments, management of jail diversion and re-entry programs, and documentation of medical and mental health with integration to WellPath.

Comprehensive data migration services are required, including full conversion from CentralSquare One Solution, thorough mapping and validation processes, and preservation of historical records. Vendors are also expected to provide extensive training and implementation support, with a preference for train-the-trainer methodology to ensure effective knowledge transfer to both end users and administrators.
