DESCRIPTION


The government authority located in Andover, Kansas is seeking a qualified vendor to conduct a comprehensive law enforcement staffing and workload study service. The study will evaluate current staffing allocation and workload distribution across all functional areas, analyze service demand, performance and efficiency, and project future staffing requirements for the next 5–10 years. The selected vendor will be expected to deliver actionable and defensible recommendations to guide strategic planning, budgeting, Kansas accreditation, and to address community safety expectations.

Key deliverables include a Project Management Plan detailing the timeline, milestones, and required data, as well as a Stakeholder Engagement Plan to ensure input from command staff, supervisors, line staff, HR/Finance, and city leadership. A Baseline Diagnostic Memo is required to summarize the current situation and assess data quality. The data analysis will result in a comprehensive Data Workbook and Codebook with metrics, assumptions, and calculation tools such as patrol minimums models and investigator caseload tools. The scope of data includes records management, staffing and HR data, training hours, overtime, records requests, public interactions, special duties, and response times.
