The selected vendor will provide services for assessing the feasibility, design, and development planning of a language learning application. The engagement includes a comprehensive feasibility study to identify the preferred delivery platform (mobile, web-based, or hybrid) and to evaluate software architecture, security, and accessibility requirements. The study will also examine content development needs, taking into account curriculum structure, required audio/visual assets, and cultural and linguistic considerations, while ensuring full compliance with high security and data privacy standards.

Deliverables will include recommendations on app features and functionalities, such as lessons, audio pronunciation, gamified learning experiences, user tracking, and analytics dashboards, with support for beginner to advanced proficiency levels. The vendor will conduct detailed planning, including the creation of UI/UX wireframes, mobile-first user interface design, and prototypes. The plan will cover mobile app development for iOS and Android, AI integration for natural language processing and adaptive learning, web-based administrative dashboards, speech recognition capabilities, and deployment to app stores with cloud hosting setup. Proposals should address projected costs for development, maintenance, and long-term sustainability, along with strategies for providing real-time feedback and personalized lessons.
