DESCRIPTION


The selected vendor will be responsible for providing a comprehensive land use permitting software system. Services will include a current state analysis and documentation, development of future state recommendations, system requirements gathering, RFP creation, proposal evaluation, contract negotiations, and overseeing software implementation project management.

Desired capabilities include integration of Geographic Information Technologies (GIS) such as ESRI, mobility support for both staff and the public, electronic plan review functionality, and complete data conversion. The project will require conducting stakeholder meetings and interviews to gather feedback on current workflows, data management, and user interaction across various departments—including Development Services, Finance, HRM/Payroll, Utility Billing, Code Enforcement, Licensing, IT, and public users. The vendor must analyze existing systems (such as Tyler Eden and several related integrations) to identify gaps, inefficiencies, and areas for improvement.

Findings will be documented in a structured assessment that includes stakeholder summaries, workflow diagrams, system maps, process flowcharts, and a summary of key issues and critical requirements for future planning. The final deliverable will include a comprehensive current state analysis with recommendations, supported by technical assessments. A collaborative meeting will be held to review the findings and refine recommendations, ensuring solutions align with organizational objectives. The contract will be for a one-year period. All questions from bidders must be submitted by May 12, 2026.
