The government authority in Utah is seeking a vendor to provide a comprehensive rewrite of its land use and development management code. The project aims to deliver a modern, clear, and internally consistent code that is legally defensible and aligns with the county's general plan. Emphasis is placed on tailoring the code to the unique rural, resort, and environmental context of the county.
The new Land Use Code should be user-friendly, enforceable, and formatted for easy amendment and maintenance over time. Key goals include simplifying development procedures, improving clarity in zoning districts, uses, standards, and procedures, and strengthening the legal defensibility by reducing ambiguity. The vendor will be responsible for conducting a code audit, preparing a framework memorandum, delivering an annotated table of contents, and drafting development standards that are objective, measurable, and enforceable.
This initiative is intended to support predictable outcomes for applicants and decision-makers, ensuring consistency with the adopted Grand County General Plan. Questions regarding the RFP must be submitted no later than March 6, 2026.
