DESCRIPTION


The selected vendor will provide comprehensive labor negotiation services for a government authority in Minnesota. The engagement covers project initiation and planning, which includes conducting thorough document reviews of current labor agreements for police patrol, police sergeants, assistant police chiefs, police administrative staff, community service officers, and fire department personnel. Relevant policies, compensation and benefits data, and previous negotiation records will also be examined.

The scope further includes developing bargaining strategies and preparations through analysis of current contracts, comparables, and operational needs to identify priorities, risks, and associated costs. The vendor will establish bargaining parameters, draft proposals, and create negotiation timelines for each labor unit. The vendor is expected to lead or co-lead negotiation sessions for all six units, prepare and respond to proposals, and maintain detailed negotiation logs and documentation. Real-time counsel will be provided to the city’s negotiation team throughout the process.

Upon reaching tentative agreements, the vendor will draft and formalize these agreements and, in coordination with in-house legal staff, prepare revised contract language tailored to each bargaining unit.
