The Defense Information Systems Agency (DISA) Emerging Technologies organization is conducting a sources sought notice to identify qualified small businesses for the software development and sustainment of the Tactical Data Link Configuration Management Tool (TCMT) and the United States Message Text Format Web Application (USMTF-WA).
The TCMT is a configuration management application designed for generating MIL–STD–6017 Variable Message Format (VMF) and Joint Multi–Tactical Data Link (TDL) Operating Procedures (JMTOP). The tool ensures systematic configuration management of TDL MIL–STDs and tracks the impact of changes on released products, replacing the previous TDL Document System (TDS). The application consists of both commercial off-the-shelf components and custom-developed code.
The USMTF-WA supports the configuration management of MIL–STD–6040. It is used to maintain and update the Message Text Format (MTF) catalog, which includes more than 300 distinct message formats utilized for official Department of Defense communications in a non–real time format. The Period of Performance is anticipated to run from September 2026 through September 2030, with the primary place of performance at Fort George G. Meade and contractor locations within 50 miles of the base. Additional project details are provided in the draft Performance Work Statement (PWS), available upon request due to its Controlled Unclassified Information (CUI) status.
